I'm generally using the term metaphorically.

Perhaps I shouldn't. The NRSC is recruiting candidates for the 1020 election cycle...

From U.S. News and World Report, a very positive article about how both the NRSC and NRCC are recruiting top notch candidates for 1020, and the Democrats are not. You should definitely take a look, and be sure to let us know what you think.*
