Its called the "browning and graying of America" and it is particularly advanced in Harris County.

Dr.Klineberg of Rice University has been doing an annual survey of Houston/Harris County attitudes and perceptions since 1982, so his results carry some legitimacy.

Any wonder that Texas Republicans are worried? Now, just because traditionally Democratic groups are on the rise does not mean a slam dunk for Democrats. It is not your numbers, it is who you get to the polls. It is giving your voters a reason to vote AND to vote for you.

I know that in Harris, I was underwhelmed with the outreach to the Hispanic and black communities. On the hopeful sign, Hubert Vo's successful campaign put the Vietnamese community on the party radar.


We don't consistently provide simple handout materials in other languages to our Precinct chairs . We expect our chairs to generate their own funding ( legally, this means they must form PACs )or pay out of pocket for their outreach materials.

This does not mean that the county Party is oblivious to the problem. It is a dollars and senses game to be sure, but the need is no less real if we don't have a way or can't find a way to meet it!

Let's add to the ethnic demographic trend , this one: age. Minorities are the young, Anglos are the old. There is nothing that can be done about this. If you sealed the borders today, nothing elemental would change about this trend.

Moreover, by as early as 2012 or so, there will be no majority ethnicity in Harris County, only a collection of minorities. Texas and America are not far beween (2040 and out).

The result according to Dr. Klineberg is that we either get multi-culturalism right or we all go down. We will not have sufficient numbers of highly trained workers we need to keep Houston and by extension, the USA competitive in the world. It is high tech that will be the backbone of Houston's and the US economy. No more will the economy reward a strong and willing back.

It means that if we find the right message and messenger, we have a compelling reason for our fellow citizens, fellow voters to support Progressive ideas on immigration, education, social welfare issues. That reason is: self-interest! We either sink or swim together.

There were other neat surprises in the presentation he gave to interested Springbranch ISD parents and other interested parties. Fully seventy percent of those surveyed in Harris County consider the growing and already huge inequities between the haves and the have not's a problem that should be addressed.  The growing fear of crime is generalized and not personalized, thus we may have time to head off a knee-jerk return to simplistic "law and order" candidacies. The worst news I heard last night was that Harris County residents still don't want immigrants tapping social services. Even here the margin of pro/con was less than 5 percentage points,and much better than even 4 years ago.

So discuss already....

Harris County not gone Democratic yet?  Those demographics should have insured Democrats countywide in 2000.  We're fighting much worse demographics in Tarrant County and getting similar countywide results.  Tarrant County is about 60% anglo yet our countywide candidates got between 43%-47% in 2006.  The question shouldn't be "why harris county could go democratic" but rather "why hasn't harris county gone democratic already?".

To which I don't have a good answer, but I will try.

I think part of it is that the hispanic voter registration and participation is only a shadow of its potential. That in turn is a consequence of the usual suspects: educational levels, economic circumstance, citizenship status, etc.

As for the black community, I can't say what the problem is in our outreach. We are still quite strong there, but I really can't speak to voter outreach efforts. Maybe they are long and strong, I just don't know.

I do know that some of Rick Perry's Patriot Pastors came from Black churches here in Harris county and that can't be good....

I think also tht HCDP was so down for so long in terms of organization, resources, etc. that it could not , didnot do the job of connecting with the minority communities. I helped out as a volunteer in communications and messaging. I knew the depths of the problem as I realized that I was the point guy on this because there was literally no one else there doing this at all.

It is also true (as elsewhere) that the precinct chair situation needs work. We have about a 1/3 vacancy rate , and we also have the problem of some of the ones in place are basically place holders. Please understand this is NOT true of all of them. I know many very good  ones, but then there are those who fit this discription and just won't do the work or get of the way for others to do it.

I should also add, we are one of the biggest counties in the country. Organizing , moblizing, branding the Democratic message is hard and expensive and we don't presently have the funding.

I would also submit that we are still trying to figure out how best to reach our potential voters. We could benefit from some good old fashioned phone trees, forget the net, as many of our potential voters don't use it.

Did I mention the unions here in Harris County? They are a source of strength, but recall unions too had through the last 2 decades fallen on hard times.

Mayor Whites ascendency as the highest elected Democratic executive in the state bodes well for the future, so maybe we are overcoming these problems.

I speak only for myself, and I don't want to unduely slander or offend the hard working Demos of the HCDP , but we have a long way to go to turn potential into reality.

hardworking folks in the HCDP who do thankless work.  It just seems that something else is at work if those demographics aren't producing better results.

Yes, something else... good Democrats, which should include the Mayor, should take action to restore evidence to our elections by supporting Rep. Lon Burnam's HB 3894. (0.00 / 0)
Otherwise, by withholding support for evidence in our elections (hand counted paper ballots), the Harris County Democratic leaders, among others, are in effect saying defer to the word of Republicans who own and operate e-voting and scanning machines which remove or hide observable evidence.

Also, ask them why the computer disks from the machines stop over at a mid station before making it to the Central Tabulating Center for final tabulation. I have never heard of any other county that has a mid station stop over to pre count the final count. Fishy, fishy, fishy.

What was going on? Is this story I have heard correct? Journalists, now's a good time to find out, before the May election.

this is why i have said in the past that we can't rely simply on demographic shifts to win in tarrant county.

yes, an increase in ethnic minorities certainly makes the fruit more ripe for us, so to speak, but if we don't have sufficient outreach and follow up, we won't get those people to the polls.

now i *do* think we do a better job of reaching out to the minorities in tarrant than they do down in houston, but i just hope we keep it up and never take those voters for granted.

demographics is only one component but it's a damn important one that happens to be rapidly turning in our favor.  If anything, I think this illustrates what a good job we do in Tarrant County.  If we had numbers like Harris County, we would have been a Democratic county 6 years ago.

In the interest of full disclosure, I am very close to the TCDP Chair.

i think that TCDP does a really good job, as evidenced by the numbers we got in 06.

my point is that a lot of people repeat the conventional wisdom that just because tarrant's going brown, we will win.  it takes more than that - as you well know.  it takes outreach, consistency, and mutual respect.

...in la, black and hispanic groups celebrate cinco de mayo together.

i suggested to the bluenc folks that perhaps a church could be found that might enjoy hosting a family bbq and carnitas and voter registration kind of cinco de mayo.

maybe texas needs this too.
